Dashay Carter is the Chief Human Resources Officer at the Newark Housing Authority, the largest housing authority in the state of New Jersey. Born and raised in Newark, Dashay has dedicated both her career and civic life to education, advocacy, and service.

At 24 years old, she became one of the youngest School Board Members ever elected to the Newark Board of Education, and helped lead the district’s transition to local control after 25 years of state takeover. Committed to public service, Dashay currently serves in the United States Army as an Aviation Operation Specialist and Human Resources Specialist, in addition to her role at the Housing Authority.

A lifelong advocate for educational access and opportunity, Dashay was appointed to the Board of Trustees at Marion P. Thomas Charter School where she was unanimously elected to serve as the Vice President. She is a “Big Sister” for Big Brother, Big Sister of Essex and Hudson County, a mentor for scholars in SHE Wins Inc., and is an active member of St. James AME Church. She is a proud alum of Leadership Newark Class of 2020. Dashay received her Bachelor of Arts from Emory University and her Master in Public Administration from Rutgers University-Newark.
